Right to Manage (RTM) and Resident Management Companies (RMC)
The Government recognised that the 5 million lessees represented a significant number of citizens and established legislation that gave lessees the right to take over the management of their blocks of flats, where a majority of the lessees wanted to do so. This was to counter the fact that leaseholders were paying for services without having a proper ability to influence either the price they paid or the quality of service they received.
